Attorneys: Beloit City Manager Expected To File Charges Against Top Cops

Beloit’s City Manager is expected to file charges against the police chief and deputy chief.

The men have been under investigation for several months. On Friday, the city’s interim police chief announced a series of overhauls to the department.

Dan Plutchak  is editor of Stateline News, a weekly newspaper that covers Beloit. He says city manager Lori Luther scheduled a press conference for Tuesday, which could tie up some loose ends in the investigation.

"I think it was late June. She put the chief and deputy chief on administrative leave. But no one has seen their preliminary report, no one has seen a final report yet. So it’s a little unclear at this point as to what exactly the concerns are with the management of the department."

He predicts how things could unfold:

"So the city manager will recommend the charges. Then, I believe there is a due process that plays out in a hearing. Then, they would make their decision after that."

An attorney statement says the city manager has been using the investigation and threat of charges to coerce Chief Norm Jacobs and Deputy Chief Tom Dunkin into resigning. 

Luther issued a statement saying she would not comment on any personnel matters at this time.
