Beloit Seeks New Consultant On Police Department

Beloit officials are seeking a new consultant to conduct its internal review of the Beloit Police Department in the wake of its two top officers being placed on administrative leave.

Chicago-based security management firm Hillard  Heintze, whose report to Beloit City Manager Lori Luther resulted in Chief Norm Jacobs and Deputy Chief Tom Durkin stepping aside, said it was withdrawing to ensure impartiality and maintain the integrity of the Beloit Police Department.

“We are making every effort to expedite the process of the internal investigation,” Luther said, “and to ensure complete independence. Retaining an independent investigator will help to address any concerns of bias and allow for yet another independent review of this matter.”

Hillard Heintze was hired by the Beloit City Council in February to study employee morale and department productivity following complaints by citizens and police-department employees. That report resulted in the leave for Jacobs and Durkin.

Luther says Wisconsin statutes require an independent investigation to determine whether there is sufficient reason for disciplinary action. The Beloit Police and Fire Commission will have final authority in the matter.

Retired Milwaukee Police Capt. David Zibolski was named interim Beloit Police Chief while the investigation proceeds.
