The 13th annualIllinois Renewable Energy and Sustainable Lifestyle Fair is this weekend at the Ogle County Fairgrounds. 

John Farrell is one of the three dozen speakers and workshops scheduled for the two day event. He's the director of the democratic energy program at the Institute for Local Self - Reliance. He spoke with WNIJ's  Susan Stephens about how states can support locally-owned renewable energy.
