WNIJ news – Programs that offer deferred prosecution are nothing new. But, they seem to gaining in popularity in northern Illinois. To combat a high jail population, the Winnebago County State's Attorney is considering a rehabilitation program. It would give first-time, non-violent offenders, an alternative to incarceration. WNIJ's, Mike Moen, reports, it would be based on a model that has found success in another county from the region:
