Freeport, IL – The City of Freeport has high hopes for a mammoth complex sitting on the edge of its downtown. The old Rawleigh factory could draw new residents. It could bring tourists to town. It could be the economic salvation for this financially-strapped community. The city has placed these hopes at the feet of locals, whose input will not only influence the master plan, but could attract a developer. WNIJ's Abbie Reese reports.
