Review Candidates And Ballot Referenda With These Links

If you’d like to prepare for your votes in the Illinois Primary on Tuesday, WNIJ News offers these links to help you be informed about all the issues.

Compiled below – county by county – are links that will allow you to view the sample ballots that may affect you.

Following those listings are links to the campaign websites of contenders in contested state and federal primaries. Candidates for state Senate and House, or Congressional races for the U.S House or Senate, who are running without primary opposition are not included.

Boone County

In addition to the candidates on the ballot, voters in the North Boone Fire Protection District will decide on an additional property tax levy of .05% of the equalized assessed value of property to fund ambulance services.  That is expected to result in an extra $16.67 annually in taxes on a home valued at $100,000.

Bureau County

Lake Arispie Subdivision in unincorporated Bureau County is deciding whether to establish a new sanitary district, which would levy a corporate tax and special assessments on property within the subdivision to help finance renovations and maintenance of the sewer system now serving the subdivision.

The LaMoille Community Unit School District 303 in Bureau and Lee Counties has two bond issues on the ballot. One is a request to issue $2 million in bonds to build an addition to the K-3 Van Orin School Building and equip, renovate and maintain the facility and improve the site.

The other proposes $3.5 million in bonds for an addition to the K-8 Allen Junior High School Gymnasium Building and equipping, renovating and maintaining it.

The Dalzell Fire Protection District is asking to increase its property tax levy be increased to not more than .10% of taxable property values to pay the costs of  emergency and rescue crews and equipment.

The Tiskilwa Rural Fire Protection District in Bureau and Putnam Counties wants to provide an ambulance service by levying a tax of not more than .40% of the value of taxable property.

Carroll County

A countywide sales tax and fire-protection taxes are on the ballot.

Carroll County voters will decide whether to impose an additional 1% sales tax to be used exclusively for school facility purposes. If approved, the tax revenues will be divided proportionately among the various school districts in the county.

The Polo Fire Protection District has two tax-increase propositions on the ballot. One would increase the maximum allowable tax rate from 0.3% to 0.4% on equalized property values. The other would allow a special levy at a rate not to exceed 0.4% of the property value.

DeKalb County

Two tax propositions are on the ballot in DeKalb County.

The Burlington Community Fire Protection District in DeKalb and Kane Counties is proposing to levy a new tax for tort liability purposes at a rate of .145% of the equalized assessed value of property.  It's expected to raise taxes by $48.33 on a home valued at $100,000.

The Village of Waterman is asking to create a 1% sales tax to fund municipal operations, on public infrastructure, or property tax relief.

Jo Daviess County

Three voter propositions are on the ballot in Jo Daviess County.

The Galena Unit School District 10 is asking approval to issue $15.7 million in bonds to build and equip a new school and repair and equip Galena Middle School.

The City of Galena is asking whether it should pay for an annual deer count and to fund culling of the deer population, if needed.

The Lena Fire Protection District is seeking to levy a special tax not to exceed 0.3% of the taxable value of property within the district.

Kane County

Five referenda are on the ballot in Kane County.

The Village of Elburn is asking to create a 1% sales tax to fund municipal operations, expenditures on public infrastructure, or property tax relief. The village board plans to implement the tax in increments of 0.25% annually over four years.

The Algonquin-Lake in the Hills Fire Protection District in Kane and McHenry Counties seeks a new tax levy of 0.1% of assessed property values for emergency and rescue crews and equipment. It is expected to increase taxes on a $100,000 home by $33.33.

The Burlington Community Fire Protection District in Kane and DeKalb Counties is proposing to levy a new tax for tort liability purposes at a rate of .145% of the equalized assessed value of property. It is expected to raise taxes by $48.33 on a home valued at $100,000.

The Village of Sleepy Hollow is asking to increase the property tax levy cap by 0.198521% for municipal purposes for levy year 2016 to 0.809311% of the equalized assessed value. For 2016 the additional tax is expected to raise taxes on a $100,000 home by $66.00.

Dundee Township voters are being asked whether municipal officials should oppose the $100,000,000 Longmeadow Toll Way that bisects the Brunner Public Forest Preserve due to air, noise, and water pollution and negative impacts to property values.

City of Aurora

Sample ballots are available for viewing on a precinct-by-precinct basis.

Kendall County

Three library proposals are on the ballot in Kendall County.

The Charles B. Phillips Public Library District of Kendall, Grundy and LaSalle Counties is proposing to annex the unserved territory in the Newark Community High School.

The Plainfield Public Library District in Will and Kendall Counties has two propositions on the ballot. One is seeking an increase of 0.0390% the property tax cap to 0.2442% of the assessed property value for levy year 2016. The additional tax on a single-family residence valued at $100,000 is estimated to be $13.00.

The other proposition asks approval of $39 million in bonds to acquire property and build a new Plainfield Public Library on the north side of the existing library site, demolish the existing library building, improving the site, and providing equipment and materials, including electronic data storage and retrieval facilities.

LaSalle County

In LaSalle County, voters in the Streator Elementary School District 44 will decide whether to increase the annual tax rate for educational purposes to 2.07%

The Charles B. Phillips Public Library District is proposing to annex the unserved territory in the Newark Community High School District of LaSalle, Kendall, and Grundy Counties.

Lee County

Eight referenda are on various ballots within Lee County.

The Lee County Board wants approval of a 1% countywide sales tax to fund the Lee County Detention Facility.

Two ballot issues could affect the Dixon Park District. In one, the Dixon Park District is asking whether it should expand its collaboration to create additional cost-saving partnerships with other governmental entities. In the other, City of Dixon voters will decide whether ownership, control and financial responsibility of the local parks and recreation system should be transferred from the Dixon Park District to the City of Dixon.

In McHenry County, fire-protection and sales-tax measures are on the ballot.

Fox Lake voters have two issues to decide. One will decide whether the village should join the Fox Lake Fire Protection District and assume a proportionate share of bonded indebtedness, if any. If approved, the district would tax residents directly rather than the village board negotiating with the district for fire protection. The owner of a $200,000 home in Fox Lake would pay an additional $138 in taxes annually.

The Village of Johnsburg proposes to levy an 0.5% sales tax for expenditures on municipal operations and public infrastructure, or to provide property tax relief.

Hebron Township voters are being asked to approve a new tax of 0.0002% to maintain cemeteries under the township control.

Ogle County

In Ogle County, two village governments are seeking approval of sales-tax referenda. Voters in Hillcrest will decide whether to approve a sales tax of 6.75% for general purposes. Monroe Center voters are being asked to approve a 1% sales tax for municipal operations and on public infrastructure or for property tax relief.

Three fire-protection issues are on the ballot. Two of them are for tax increases in the Polo Fire Protection District. One would increase the maximum allowable tax rate from 0.3% to 0.4% on equalized property values. The other would allow a special levy at a rate not to exceed 0.4% of the property value.

Putnam County

In Putnam and Bureau Counties, the Tiskilwa Rural Fire Protection District wants to provide an ambulance service by levying a tax of not more than .40% of the value of taxable property.

Stephenson County

In Stephenson County, the Lena Fire Protection District wants to provide an ambulance service by levying a tax of not more than .30% of taxable property value.

Whiteside County

Two tax increases are being proposed in the Polo Fire Protection District. One would increase the maximum allowable tax rate from 0.3% to 0.4% on equalized property values. The other would allow a special levy at a rate not to exceed 0.4% of the property value.

Winnebago County

In Winnebago County, Two fire-protection districts are seeking to expand services. The Blackhawk Fire Protection District proposes a special tax not to exceed .05% of a property’s assessed value to pay for the emergency and rescue crews and equipment. The North Park Fire Protection District seeks approval for a tax hike of not more than .40% of assessed value to provide an ambulance service.

Roscoe Township is asking voters if they want to participate with the local mass transit district to provide the public transportation equally to unincorporated and incorporated areas of the Township.

The Winnebago Park District seeks approval to increase tax limits by 0.0479% to 0.001436% of the assessed property value for an Illinois Municipal Retirement Fund contribution.

City of Rockford

The City of Rockford seeks to extend the 1% sales tax that funds public infrastructure, including road and bridge repair. This measure would maintain rather than increase the current tax rate.
