WNIJ news – When Illinois Governor Pat Quinn first proposed increasing the state income tax nearly two years ago, it was to plug a huge hole in the budget. After that failed, Quinn came back last spring with a more modest income tax hike that he called a "surcharge for education." Pegging the money to education was a successful strategy for some past increases. But would that get Illinoisans to support a tax hike this time around? WNIJ's, Guy Stephens, tried to find out:
