A proposed expressway between northern Illinois and Indiana is getting mixed reviews from transportation groups. Critics worry the project will exceed the estimated $1 billion price tag.
Members of the Metropolitan Planning Council of Chicago question whether the investment of public money will be worth the expected gains in jobs and development.
