Rockford, IL – There's more than music at Rockford's On the Waterfront Festival. And we're not talking about food and carnival rides. It's the second year for the On the Waterfront Film Festival, featuring short movies by local filmmakers. WNIJ's Susan Stephens spoke with the festival's organizer, Jason Ssg.
