David Zibolski will be sworn in as the City of Beloit’s Chief of Police Monday night at City Hall.
Zibolski has served as the City of Beloit’s Interim Police Chief since June 2015. He was appointed after City Manager Lori Luther put then-Police Chief Norm Jacobs and Deputy Chief Tom Dunkin on leave. That came after an external review accused the two of leadership problems and mismanagement of the department. Jacobs and Dunkin eventually reached a settlement with the city that allowed them to retire in January.
Zibolski was a finalist in the search for a permanent replacement. Initially, the city’s Police and Fire Commission narrowly approved another candidate, Rockford’s interim Chief Pat Hoey. But the city council said they were happy with Zibolski’s performance and would not approve a contract with anyone else. This led the Commission to a re-vote, and this time Zibolski won out.
Zibolski’s law enforcement career spans more than 31 years. That includes 27 years with the Milwaukee Police Department, where he retired in 2011 at the rank of Captain, and 4 years as Deputy Administrator for the Wisconsin Department of Justice Division of Law Enforcement Services, before taking the interim post in Beloit.
