DeKalb – State police and local governments will soon get a cash infusion from drivers speeding seatbelt-free. Starting Wednesday in Illinois, the standard fine for going 20-miles-per-hour over the speed limit will jump from 75 to 120-dollars - failing to wear a safety belt, a 60-dollar fine.
