A geology professor from DeKalb and an insurance agent from Sycamore plan to run for the Illinois 70th District House seat.

Tuesday night, Democrat Paul Stoddard announced his intention to run for the office currently held by Republican Bob Pritchard, who is not running for re-election. Stoddard is retiring soon from Northern Illinois University and has been a DeKalb County Board member for 10 years.

About a dozen Illinois lawmakers have announced they are quitting or not running for re-election. That includes Senate Minority Leader Christine Radogno, State Sen. Tim Bivins of Dixon, and State Rep. Bob Pritchard, who has represented the DeKalb area for 14 years. For this week’s Friday Forum, WNIJ’s Susan Stephens caught up with Pritchard while he was doing what he calls the best part of his job: hanging around with his constituents.

Illinois House Speaker Michael Madigan said Democrats are finalizing a proposed state budget plan and could present it to minority Republicans as soon as Tuesday.

Madigan and fellow Chicago Democratic Rep. Greg Harris would not discuss details but said they're devising a spending plan and revenue to pay for it. It might be ready for discussion at Tuesday's meeting of the four legislative leaders.

Governor-elect Bruce Rauner met with the two top Democrats in the state legislature in Chicago yesterday. Once again he’s asking lawmakers to hold off on any major changes until he’s in office in January. Lawmakers are predictably split on that request heading into next week’s veto session.

Illinois will have a budget in place when the state's new fiscal year begins Tuesday. The governor signed it into law Monday. He left much of the plan approved by Democratic legislators intact, with a couple of exceptions meant to play well with voters.
